FRCSW Names FY 2021 Civilian of the Quarter

Fleet Readiness Center Southwest (FRCSW) selected James Trowsdell as its Fiscal Year (FY) 2021 Civilian of the Quarter, fourth quarter.
 
Trowsdell, an information technology specialist, was recognized for his work in the integration of Fleet Readiness Center’s (FRC) Corporate Reporting  System (CRS) enterprise to the Navy Enterprise Resource Planning (NERP).
 
NERP is a software program the Navy uses to handle budgetary and supply management issues and goals.
 
Migration of the enterprise applications to NERP was targeted by the start of FY 2022. Leading the CRS team effort over an eight-month period, Trowsdell assessed the requirements and created a plan to meet the transition.
 
Although the NERP transition took approximately eight months to complete and demanded considerable preparation and coordination, Trowsdell said his most significant challenge at FRCSW was his assignment to the Component AIRSpeed project.
 
“The Component AIRSpeed project required us to build an Operational Data Store (ODS). It opened doors which lead to our team building the initial Data Warehouse which housed the data created from three FRCs NAVAIR Depot Maintenance System (NDMS) Applications used by the FRCs and COMFRC. Today that ODS has grown to be a Data Warehouse commonly known as the CRS Business Intelligence (CRS BI) environment,” he said.
 
A native San Diegan, Trowsdell served in the Army in Germany from June 1979 to June 1981. He remained for two years more, working in a warehouse before returning to the United States. In 1985, he attended DeVry University in the Los Angeles area and moved back to San Diego in 1987.
 
“I was hired by Navy Regional Data Automation Center (NARDAC) in 1988 as a computer clerk and worked in the tape library for about six months before being selected for the programming job in 1989 at the then-Naval Air Rework Facility (NARF), now FRCSW,” he said.
 
In addition to his current job, Trowsdell held a variety of other IT positions at the command including programmer/analyst, project manager and CRS architecture.

Trowsdell said he was surprised of his Civilian of the Quarter selection, and attributed the recognition to his teammates he has worked with through the years.
 
“I appreciate the people that worked with me on major and minor projects, like the support from the AIRSpeed and NDMS teams,” he said. “I will always acknowledge that everything I accomplished here was done with the support and contributions of the CRS BI or Data Management teams, past and present.”
